Changes in Regulations in 2025? What May Change for Drivers – Draft Bill in the Sejm



 

⚠️ This is a draft of changes to the Road Traffic Law – it is not in force. It has been submitted to the Sejm for consideration and may be modified before it comes into effect.

In short – the key proposals

     
  • 50+ km/h outside built-up areas on two-way single-carriageway roads – driving license suspension for 3 months.
  •  
  • Penalty points – a reduction course only for minor offenses (e.g., small speeding violations, parking).
  •  
  • 17-year-olds – the possibility of obtaining category B (with a guardian's consent) + supervision by an accompanying person and a probationary period.

What exactly may change?

1) Speeding penalty outside built-up areas

     
  • Driving license suspension for 3 months for exceeding the limit by more than 50 km/h on two-way single-carriageway roads outside built-up areas.
  •  
  • This does not apply to motorways, expressways, or roads with separated directions of travel.

2) Penalty points – reduction only for lighter offenses

     
  • The reduction course will be available only for “minor” offenses.
  •  
  • Serious violations (e.g., major speeding, running a red light) – no option to remove points via a course.
  •  
  • Reminder: currently, points are removed after 12 months from paying the fine (status as of 2025).

3) Young drivers (17+)

     
  • Category B driving license from age 17 – written consent from a parent/guardian required.
  •  
  • For the first 6 months (or until turning 18), driving only with an accompanying person:    
           
    • at least 25 years old,
    •      
    • category B held for at least 5 years,
    •      
    • sober, with no driving ban.
    •    
     
  •  
  • Probationary period:    
           
    • 2 years for adults,
    •      
    • 3 years for 17-year-olds (max. until turning 20).
    •    
     
  •  
  • During the probationary period:    
           
    • 0.0‰ alcohol,
    •      
    • lower speed limits: 50 km/h in built-up areas, 80 km/h outside, 100 km/h on motorways/expressways,
    •      
    • ban on providing passenger transport services,
    •      
    • risk of extension of the probationary period in the event of serious offenses,
    •      
    • until age 18 – the driving license valid only in Poland.

What does this mean in practice?

     
  • Outside cities on two-way single-carriageway roads – watch your speed. 50+ km/h = 3 months without a license.
  •  
  • Don't count on a reduction course for “serious” offenses – plan your driving defensively.
  •  
  • Young drivers: plan the first 6 months of driving with a guardian and follow the limits.

When will this come into effect?

     
  • Stage: government draft → Sejm → Senate → President's signature → publication in the Journal of Laws → entry into force.
  •  
  • Until the legislative process is completed, the current regulations remain in force.
 
   
     

How to drive “as if the draft were already in force” today?

     
           
  • Treat single-carriageway roads outside built-up areas with the same speed discipline as in the city.
  •        
  • Plan overtaking with a large safety margin and keep your distance.
  •        
  • Build young-driver habits: zero alcohol, a calm head, defensive driving.

  • Parent/guardian consent for training and the exam.

  • Choose an accompanying person who meets the requirements.
